25th Amendment

There comes a moment in the life of a democracy when institutions must speak not out of partisanship, but out of duty. That moment is now.

The 25th Amendment to the United States Constitution exists precisely for circumstances like these. Section 4 of that Amendment grants the Vice President and a majority of Cabinet members the power to declare a sitting president unable to discharge the powers and duties of his office. It is not a political weapon. It is a constitutional safeguard one that the framers of that amendment hoped would never be needed, but had the foresight to provide.

We believe it is needed now.

The pattern of conduct emanating from the current administration has moved beyond policy disagreement or political controversy. What the world is witnessing is a sustained series of decisions erratic, escalatory, and increasingly untethered from legal or diplomatic norms that raise serious questions about the capacity of President Donald Trump to execute his constitutional responsibilities in a manner consistent with the national interest and global stability.

The United States’ posture toward Iran including language that foreign governments have characterised at the United Nations as threatening to “annihilate a civilization” is not the language of statecraft. It is the language of crisis. When China’s UN delegate cites American rhetoric as grounds to stall Security Council action on one of the world’s most critical maritime chokepoints, the consequences are no longer hypothetical. They are unfolding in real time.

The 25th Amendment process is deliberate by design. It requires not a mob, not a movement, but the considered judgment of those closest to the President his own Vice President and his own Cabinet. It demands that those individuals place their constitutional obligation above personal loyalty. That is not a low bar. It is, however, the bar the Constitution sets.

I am not calling for chaos. I am calling for order. I am not calling for the removal of a political ideology from power. I am calling for the restoration of functional, accountable executive governance in the most powerful nation on earth.

I write anonymously not out of cowardice, but out of necessity. The current climate in Washington is one where speaking plainly about power carries professional and personal consequences that few can afford. But silence, too, carries consequences and they fall not on individuals, but on nations.

History will not ask whether invoking the 25th Amendment was politically convenient. It will ask whether those with the power to act chose to use it or looked away.

The Vice President and Cabinet of the United States have both the authority and the constitutional duty to act. The question that will define this moment is a simple one: will they?
