Russia has officially signed a deal with Vietnam to build the country’s first nuclear power plant.

While the world watches the Middle East burn, Russia is quietly building its future influence one nuclear deal at a time.

What this means: This is not just an energy story. Russia’s state nuclear company Rosatom has become one of the most effective tools of Russian foreign policy, signing nuclear deals across Africa, Asia, and the Middle East that create decades-long technological, financial, and political dependencies on Moscow. Vietnam’s first nuclear power plant, built by Russia, means Vietnamese energy infrastructure will be tied to Russian technology, Russian fuel, and Russian expertise for a generation.

What this means globally: While Russia issues warnings about Iranian leadership killings, sends “medical supplies” to Tehran, coaches Iranian drone operators, and calls for ceasefires it does not enforce, it is simultaneously expanding its strategic footprint across Southeast Asia. Moscow is fighting a war by proxy in the Middle East and winning influence by contract in Asia. Both simultaneously.

What this means for the world order: The countries signing nuclear deals with Russia are not doing so out of ideology. They are doing so because Russia offers terms that Western nuclear suppliers do not match. That is a commercial reality with profound geopolitical consequences and it is happening largely beneath the radar of a world distracted by war.
